There are many WordPress tutorials and guides available on the internet, and the WordPress community tends to be very helpful and supportive of new users which makes it a great option for the small business owner on a tight budget.
Another popular, well-supported CMS is Drupal. Just as with WordPress, Drupal is open-sourced and available freely for commercial use. Drupal has a higher learning curve and will take a new user more time to learn, but also has a supportive community with plenty of options available for guides and instruction. This is a better CMS option for those that already have some web development experience.
A third option these days is using a front-end framework. While not the recommended option for beginners, frameworks tend to be more lightweight and are recommended for more seasoned developers with HTML and CSS coding experience. The most popular framework is Bootstrap, an open-source project that originated from Twitter.
